1. Background
MobiliseHER is a EuropeAid-funded project designed to enhance gender-inclusive mobility solutions in India. The project is implemented by a consortium of partners and aims to improve accessibility, safety, and economic opportunities for women in urban and peri-urban transport systems.
UEMI is looking for an external project evaluation to assess the project’s impact, effectiveness and alignment with its stated objectives.
2. Ethical & Professional Standards

All evaluators must adhere to the five guiding principles for professional and ethical evaluation:

Systematic Inquiry – Use rigorous evaluation methods.

Competence – Possess relevant expertise in evaluation, development projects, and gender-focused mobility initiatives.

Integrity – Ensure transparency, objectivity, and accountability.
-
Respect for People – Engage ethically with project beneficiaries and stakeholders.
-
Common Good & Equity – Ensure evaluation findings contribute to social equity and development goals.
3. Scope of the Evaluation

The external evaluation will include both qualitative and quantitative methodologies. It will:

Assess the logical framework results (i.e., whether project goals were achieved).
-
Evaluate the effectiveness and integrity of activities carried out by the lead agency and co-applicants.
-
Incorporate insights from stakeholder interviews, field visits, and other assessment methods.
4. Responsibilities & Tasks

a) Evaluation & Reporting
-
Develop an evaluation plan based on project objectives and indicators.
-
Conduct an impact assessment to measure project effectiveness.
-
Monitor project progress against predefined benchmarks.
-
Identify best practices, challenges, and areas for improvement.
b) Travel & On-Site Assessments
-
Travel to Kochi, Ahmedabad, and Bangalore to conduct on-site evaluations.
-
Visit demonstration sites and assess implementation quality.
-
Engage with local project teams, beneficiaries, and key stakeholders.
c) Stakeholder Engagement & Data Collection
-
Conduct interviews with project partners, CSOs, and beneficiaries.
-
Collect, analyze, and synthesize quantitative and qualitative data.
-
Ensure that data collection aligns with EuropeAid evaluation standards.
d) Participation in Meetings & Workshops
-
Attend selected project meetings (online & in-person) with partners and stakeholders.

Participate in selected workshops to provide input on evaluation strategies and findings.
-
Share mid-term observations to support real-time improvements.
e) Recommendations & Quality Assurance
-
Provide practical recommendations for improving project efficiency and impact.
-
Ensure compliance with EuropeAid funding requirements.
-
Support project partners in implementing corrective measures based on findings.
6. Required Qualifications & Experience
The external evaluator (individual or agency) should meet the following criteria:
-
Experience in project evaluation, preferably in EuropeAid or international development projects.
-
Expertise in gender-responsive mobility solutions and social impact assessments.
-
Strong skills in qualitative and quantitative research methods.
-
Experience in working with civil society organizations (CSOs), government agencies and local communities.

Experience with sustainable urban mobility project
-
Experience in international organizations
-
Ability to conduct independent, objective and evidence-based evaluations.
-
Fluency in English (knowledge of relevant local languages is an advantage).
-
Understanding local context is an asset
